Yup. This is a pretty major business model. Paypal isn't a bank. But look at all the money they have and move around. ALL of the cash apps follow the same business model.

Remember ADP? The people who did payrolls for everyone? They weren't a bank, but they had billions flowing through their coffers too.

The next question always is: What are they using that money for?

Technically PayPal itself isn’t a bank, but they offer their Banking services as provided by Synchrony Bank, Member FDIC. They’re just a middleman in that respect, I guess.

They're a bank. They do financial services, you can have them hold money for you, they do everything a bank does.

But they bribed the right people, so they get left alone. The Synchrony thing is just another recent dodge.
